ORLYVAL Commercial Regulations
1 REGULATION’S PURPOSE
The operating instructions of the ORLYVAL ‘s line lays down the specific conditions under which travelers can use the line, in accordance with the current laws, regulations and administrative provisions . The herein instructions are displayed in the stations and applicable within ORLYVAL premises. Traveling within ORLYVAL implies the acceptance of the present instructions.
2 ACCESS AND CIRCULATION RULES WITHIN ORLYVAL PREMISES
2.1 Operating hours
The shuttle runs every day (7 days a week), from 6 a.m. until 11:35 p.m.
2.2 Public areas
ORLYVAL’s line accessible to the public includes the stations ( transit halls, platforms, fixed stairways, escalators, corridors, lifts) and the shuttles. Non-authorized public access, within ORLYVAL’s line premises, outside operating hours is strictly forbidden.
2.3 Access and traffic rules within premises that are accessible to the public
Under normal conditions, non-public areas are accessible to ORLYVAL service personnel only. In order to maintain comfort and ensure traveler’s security, it is forbidden to :
· Impede public circulation within corridors, passageways, stairs, shuttles and various accesses,
· Improperly occupy seats with belongings or other objects or to hinder free movement in the shuttles or in the stations, or to create obstacles to the proper functioning of the equipments,
· Get off the shuttles and walk in tunnels, viaducts, tracks or cross them over, unless expressly authorized by an ORLYVAL service agent (unless an exceptional situation requires urgent evacuation),
· Access tunnels, viaducts or tracks through the platform doors, without prior authorization by an ORLYVAL service agent,
· Remain in the shuttles after reaching the terminus or the provisory terminus,
· Remain on the platforms, without getting on the first available shuttle
· Refuse to get off the shuttles, in breach of an instruction from an ORLYVAL agent, a PA system or an appropriate signing,
· Get on/off the shuttles other than through the authorized access. The use of the connecting doors between trains is strictly forbidden.
· Use emergency appliances or exits without a valid reason.
2.4 Passengers with reduced mobility
The line is accessible to people with reduced mobility. They have priority access to lifts, dedicated seats aboard the shuttles, and they can use the access door at the control gate. Travelers will make sure they have an easy access and movement on the platforms and in the shuttles.
Access to ORLYVAL is not authorized to children under 10-years of age, unless accompanied by an adult, capable of looking after them.
3 USAGE AND HYGIENE RULES WITHIN ORLYVAL
3.1 Smoking ban
In accordance with Decree N° 2006-1386, dated November 15th, 2006, smoking is prohibited on the OLYVAL line.
3.2 The ORLYVAL line is a public area. ORLYVAL service strives to maintain a friendly, clean and safe environment.
Therefore, it is forbidden to :
· Smoke in the shuttles and anywhere within ORLYVAL grounds,
· Sit or lie on the ground,
· Get into the stations or shuttles in an attire that will disturb or trouble fellow travelers,
· Consume any alcoholic drink or “illicit” substance within the ORLYVAL line grounds,
· Defecate within the grounds of the ORLYVAL line,
· Affix inscriptions of any kind, hand-written or printed, in the shuttles or stations,
· Leave or throw away any paper (newspapers, packaging, transportation tickets…), residues or waste of any kind in the shuttles,
· Use any noisy or loud machinery, or host a show of any kind in the shuttles or the stations, without specific authorization from ORLYVAL service, in particular outside specific times and locations potentially imposed,
· Use any kind of non-domestic radio equipment (transmitters or receivers) or equipment that does not comply with broadcast norms in the shuttles or in the stations,
· Practice any kind of sports activities or games (skateboard, rollers…) within the ORLYVAL line grounds,
· Distribute leaflets without permission,
· Solicit the signing of petitions, or indulge in any kind of propaganda, convene gatherings, and more generally, disturb by any possible means the tranquility of travelers ,
· Offer, rent or sell anything, or perform any advertising in the shuttles, in the stations, outside dedicated premises and without proper authorization,
· Engage in any kind of begging activity.
4 RULES ON EQUIPMENT USE AND CONTINUED OPERATION
4.1 General rules related to the equipment continued operation
Equipments are intended to facilitate people’s access and circulation during transportation. To ensure the equipments continued operation, it is forbidden to :
· Degrade or obstruct the proper functioning of equipments such as lifts, escalators, shuttle or station access doors, control lines, stations emergency and evacuation systems,
· Mask the field of vision of video-surveillance cameras by using any obstacle or change their position,
· Unlock or use technical equipments that are not made available to travelers,
· Modify, move or degrade tracks, fences, buildings, structures, energy installations as well as devices and materials of any kind,
· Degrade or obstruct the proper functioning of machines made available for travelers (vending machines, control lines, platform intercoms…),
· Soil, degrade or deteriorate rolling stocks, stations and installations of any kind as well as billboards, inscriptions or notices they include,
· Move or modify signage or temporary protection resources.
4.2 Lifts usage rules
Lifts are to be used in priority by people with reduced mobility. Applicable usage and security rules are posted within the lifts. The closing of the door should not be obstructed and users should make sure no object may be trapped as the door closes. In case of malfunction, an ORLYVAL agent must be informed. In case of the lift being blocked between stores, do not attempt to force the doors to get out, but call the central command station by using the call button. The central command station will take the necessary measures to unblock the lift as quickly as possible. If the “Out of Order” signage is posted, it is strictly prohibited to use the lift.
4.3 Escalators usage rules
The following usage and security rules are to be respected:
· It is forbidden to use the escalators against the flow of traffic,
· It is forbidden to use the escalators with pushchairs and prams. Lifts must be used for that purpose,
· Holding the handrail is recommended,
· It is recommended for people wearing loose clothing to remain alert, so as to avoid any risk of trapping their clothing in the escalator’ treads.
Parents must hold the hands of their young children and make sure they remain at sufficient distance from the moving parts of the escalator so as to avoid any pinching. The use of the escalator is strictly prohibited when the “Out of Order” signage is posted.
4.3.1 Security rules related to power-driven doors
On the platforms, the VAL 206 transportation system is equipped with power-driven landing doors to provide maximum security with regard to the risk of falling onto the tracks. Shuttle doors open up and close at the same time with the landing doors. Leaning onto these doors and obstruct their proper functioning is prohibited. The use of landing and shuttle doors is strictly prohibited in the case of the “Out of Order” posting. Close to these doors, parents must hold their young children by the hand and make sure they keep sufficient distance from the mobile system, in order not to be pinched. A signal tone precedes the closing of the doors. When the signal beeps, passengers must step out of the power-driven doors.
5 PRIORITIES AND RESERVED SEATING
5.1 Right of way as the train arrives at the platform
Travelers disembarking the shuttle have the right of way.
5.2 People with reduced mobility
In each shuttle, front and rear platforms are reserved in priority to people with reduced mobility. Co-travelers will make sure that they have easy access to the platforms. When unoccupied, the platforms may be used by other travelers.
5.3 Reserved seating
In each train, seating areas located at each extremity of the trains are reserved in the following decreasing order of priority :
1. War-wounded and war-disabled people
2. Civilian blind people
3. Disabled workers
4. Infirm civilians with difficulties in standing for long periods;
5. Pregnant women
6. People with children under the age of 4
7. Infirm civilians without mention of standing problems
8. People holders of the sign “standing problems”
9. People aged 75 and over
When unoccupied, these seats may be used by other travelers, who will have to give them back to the persons entitled.
During rush-hour traffic, children under the age of 4 share the accompanying adult’s seating.
5.4 Folding seats occupation
During rush-hour traffic, folding seats in the trains must be left unoccupied, in order to facilitate access and maintain comfort.
6 TRAIN TICKETS, PAYMENT, OFFENCE CONTROL AND REGULARISATION PROCEDURE
6.1 Travel tickets
Ticket prices are displayed in every ORLYVAL sales outlets.
6.2 Ticket sales
Tickets can be purchased at the sales outlets of the following stations : Orly West, Orly South and Antony, as well as in the vending machines. Metro, RER and Ile-de-France SNCF outlets sell combined ORLYVAL tickets, full fare and children fare. Agents authorized by the RATP may sell ORLYVAL tickets.
6.3 Accepted means of payment
a) At sales outlets : payment by cash or cheques in Euros, payable to RATP, upon presentation of an identity document (no cheques accepted under 15 €), and credit cards.
b) At vending machines : payment by cash (banknotes and coins accepted) and credit cards.
With regard to tickets sold by agents, methods of payment are set by each one of them.
6.4 Ticket validation
Ticket validation is compulsory upon when entering or exiting the ORLYVAL line, at the Antony station. Travelers are responsible for keeping their tickets undamaged. Tickets must be kept until the end of the journey indicated on the ticket. Any traveler unable to present a valid ticket within the ORLYVAL line will be considered to be in breach and exposed to criminal or regulatory penalties in force. The connection South Orly/Orly West is free of charge.
6.5 Full-fare ticket
It can be used any day, for any route including, at least the traveled route, in one direction or the other, between Orly and Antony. It can be combined with the RATP or RATP-SNCF Ile-de-France networks, for the journey indicated on the travel document.
6.6 Child ticket
The child ticket can be used under the same conditions as the full-fare ticket. It is aimed at children aged 4 to 10. The fare includes a 50 % discount off the normal price. Children under the age of 4 travel free of charge.
6.7 Discounted tickets
There are no discounts granted to card-holders for the Orly West / Antony route (the specific discounts with regard to “Améthyste” or “Emeraude” card-holders, disability card, “large family” card, do not apply to ORLYVAL tickets), with the exception of the below mentioned cases.
6.8 The rights to free transportation
Some travelers may qualify for total or partial payment exemption :
· Children under the age of 4,
· Guides of an invalidity card holder (with mention of blindness),
· Non-accompanied people with both amputated hands
· The eligible claimants.
6.9 Monthly fixed rate
The ORLYVAL’s monthly fixed rate is exclusively reserved for people working within Orly airport area. It includes the Orly-Antony route and it is issued by ORLYVAL ‘s commercial agencies in Orly West, Orly South and Antony. When first purchased, a form, previously downloaded on the Orlyval.com website, filled out and signed by the employer, will be issued as proof of eligibility. It includes a nominative card and a coupon. The latter is valid from the first to the last daily spread of a calendar month and entitles its owner to an unlimited number of trips during ORLYVAL operating hours.
6.10 Short stay packages
6.10.1 PARIS VISITE- zones 1 to 5
Valid period : 1,2,3 or 5 consecutive days : this ticket can be purchased in advance.
6.10.2 PARIS VISITE FOR CHILDREN - zones 1 to 5
It can be used under the same conditions as the PARIS VISITE, but intended for children aged 4 to 11. Its price includes a 50 % reduction off the normal rate.
No refund is granted for demagnetized tickets because of usage prior the validity date, or of damaged tickets as a result of poor storage. These coupons will be considered as non- valid.
6.12 LOSS OR THEFT
Lost or theft tickets will not be reimbursed nor replaced.
6.13 Transportation ticket restriction usage
It is not forbidden to :
· Use a transportation ticket in irregular conditions
· Use a transportation ticket that has been altered or wrongly manipulated, thus encouraging fraud,
· Hand over a stamped transportation ticket, against payment or free of charge,
· Obstruct the proper functioning of customer-operated machines, the general equipment of control lines : sell non-stamped transportation tickets –except authorized RATP agents.
6.14 Infraction control and processing
Transportation tickets and their validity can be controlled at any time of the journey by our agents. You must present your ticket, when requested. Do not forget that you are also required to present the coupons entitling you to discount or gratuity. We cannot accept copies. Travelers not complying with public transportation rules will be considered in breach of the law.
6.15 Violations and facility misuse
The infraction’s amount depends on how serious the infraction is. The controlling agent is authorized to collect the traveler’s identity in order to issue a warrant of infringement.
The warrant of infringement indicates the total amount to be paid : a fixed compensation plus 30 € of administration fees ( this amount is increased by 8 €, in the case of police intervention).
Payment is expected within 2 months maximum, following the offence, addressed to :
ORLYVAL service – Service infractions – Chemin de Fresnes – 91320 WISSOUS
During that period, the offender is entitled to send a grounded letter of objection to the same address. Should his request be rejected, it will be forwarded to the Prosecutor and may lead to legal action.
6.16 Failing payment within legal deadlines
The transaction is no longer available. The file is sent to the Prosecutor. The offender shall be liable to an increased fixed fine, recovered by the French Tax Office, according to the nature of the offence.
Some of these offences are listed below (value June 2014) :
· Discounted rate without justifying card, non-validated transportation ticket (level 1),
· No transportation ticket, expired transportation ticket, torn or illegible transportation ticket, use of a transportation ticket belonging to a third party, smoking ban, coupon without card, illicit crossing with a transportation ticket for unlimited journeys (level 2),
· Illicit crossing without transportation ticket, forbidden gateway without transportation ticket, track-crossing, obstructing traveler’s traffic, illicit parking, soil or urinate, feet lying on the bench, playing a music instrument, begging, prohibited animal, failure to comply with an agent’s instructions (level 3),
· Immediate payment : level 1 : 33 €, level 2 : 50 €, level 3 : 60 €
· Delayed payment, within 2 months, at ORLYVAL service (identity check without police call) : level 1 : 63 €, level 2 : 80 €, level 3 : 98 €,
· Delayed payment, within 2 months, at ORLYVAL service (identity check including police call) : level 1 : 71 €, level 2 : 88 €, level 3 : 98 €,
· Payment to the French Tax Office : level 1 : 180 €, level 2 : 180 €, level 3 : 375 €
Administration fees apply, up to 38 € maximum (including increased charge in case of police intervention).
6.17 Other offences
Transportation ticket forgery, insults, threats, degradations… are offences for which immediate payment is not possible, and subject to report. In addition, you are liable to prosecution.
7 ANIMAL TRANSPORTATION / MISCELLANEOUS OBJECTS REGULATIONS
Blind people’s guide dogs are allowed but must be taken on a leash. Dog owners must look after their dogs correctly, in order not to be separated from each other when the doors close. Small domestic animals are tolerated. Smaller size means that these animals can be carried by the arm, enabling the traveler to hold onto the handrails in the trains. Smaller animals ranked by the law within the category “dangerous animals” are not allowed. Leashed and muzzled dogs are allowed on the ORLYVAL line.
These animals should under no circumstances soil premises, disturb travelers, cause inconvenience or threaten them.
ORLYVAL service cannot, under any circumstances, be held liable for any accident caused by animals. Their owner will be held responsible for any damage they may cause.
If you travel on the RER network with a leashed and muzzled dog, you must have, in addition to your transportation ticket, a discounted ticket referring to the route travelled and validated when entering the RER network. In the other cases, animals travel free of charge.
7.1.1 Cases in which guide or assistance dogs are accepted
Dogs must be equipped with a stripped harness, worn at its superior torso, extended with a metal handlebar for the owner to hold. The person that this dog guides or assists must be in possession of the following documents :
· One of the 7 disability orange cards,
· The dog’s identification card.
7.1.2 Dogs equipped with a training vest because of ongoing education
The training vest is blue, with a yellow edged border. The person training the dog must be in possession of at least one of the following documents :
· One of the 7 disability orange cards,
· The dog‘s identification card,
· The blind dog’s trainer card.
7.1.3 Dogs without harnesses nor training vest
When the dog has no harness and no training vest, the guided or assisted person must be able to justify the presence of the dog with one of the following documents :
· One of the 7 disability orange cards,
· Or the dog’s identification card.
7.2 Bicycles, skateboards, scooters and rollers traffic regulations
Circulating on roller skates, skateboards, scooters, bicycles or on any other cycle is strictly forbidden within the ORLYVAL grounds and in the trains. Should anything happen, you would be held entirely responsible for any accident occurring to you or caused because of you to third parties, ORLYVAL or its agents.
8 BICYCLES, PARCELS, LOST, FOUND OR ABANDONED ITEMS, COMPLAINTS
ORLYVAL cannot be held responsible for any lost or stolen item within ORLYVAL grounds.
8.2 Bicycle transportation
The transportation of your bicycle on the ORLYVAL line is allowed at certain times ; you are also allowed to connect to the RER network with your bicycle :
· On Saturdays, Sundays and public holidays all day long,
· Any other day before 6 a.m., between 9 a.m. and 4:30 p.m., after 7 p.m.
You are invited to ask ORLYVAL agents to use the side gate, after validation of your transportation ticket.
Transportation, handling and supervision of your bicycle are under your responsibility. You are not allowed to use the escalators with your bicycle.
Smaller bags or parcels, transportable by one person only, are allowed in the trains and travel free of charge. However, entering the Metro network with cumbersome articles is forbidden. Cumbersome articles are those whose largest dimension exceeds 1 meter, with the exception of long articles that are allowed provided that their largest dimension does not exceed 2 meters and that other dimensions remain inferior to 0.20 meter. These long articles (skis) are to be transported vertically. Supply strollers are allowed and transported free of charge. Prams are allowed and transported free of charge. However, they are not allowed access to fixed stairs or escalators. Inside the trains, if not equipped with wheel blocking systems, they must be folded and babies carried. If they do, they can be unfolded under the condition that children are properly harnessed. During traffic peak hours, it is recommended to fold them up inside the train and carry your children.
It is strictly prohibited to enter the ORLYVAL grounds with mopeds or motor bikes and trolleys (i.e. supermarket trolleys).
ORLYVAL service cannot, in any circumstances, be held responsible for any accident caused by these items. Only the owner or user will be held responsible.
8.4 Lost item
In case of a lost item within the ORLYVAL grounds, travelers must notify the nearest ORLYVAL sales counter. If the item is not immediately collected, travelers must contact the ticket office at Aéroports de Paris. If the item was lost in the RER or the metro, the passenger will contact the Lost Property Office of the Paris Préfecture.
Items lost within areas that are not accessible to travelers, such as lift shafts or tracks, can only be collected by the ORLYVAL staff, outside operating hours. ORLYVAL service cannot, in any circumstances, be held responsible for the loss or degradation of these items.
8.5 Found object
Any object found on the ORLYVAL line shall be remitted to the Lost Property Office belonging to Aéroports de Paris at Orly West.
8.6 Abandoned object
Any abandoned, suspicious looking object, and/or of such a nature as to jeopardize the security of travelers, will be handled by the police authorities. ORLYVAL service cannot be held responsible for the possible deterioration of these objects.
8.7 Hazardous material
It is strictly prohibited to introduce gas bottles or any hazardous material (explosives, inflammable corrosive or toxic products) within the ORLYVAL grounds, with the exception of household materials transported in a bag and conditioned in their original sealed off packaging, in accordance with the applicable standards.
9. INSTRUCTIONS REGARDING ACCIDENTS AND/OR INCIDENTS
9.1 Traveler’s liability
When witnessing incidents or accidents, travelers must inform an ORLYVAL agent directly, if present at the time, or indirectly, by using the emergency calling devices made available to the public in the stations or in the trains. In any case, travelers should comply with the instructions or directives provided directly by any ORLYVAL agent or an agent authorized by the latter.
9.2 Train alarm signals
There are alarm signals on every lateral door in the shuttles. When the signal is activated, the following occurs :
· If the train is in movement, it will stop at the next station, until intervention of the ORLYVAL staff,
· If the train is at a standstill, a traction power cut follows, forcing the train to stop on the affected section
· In the case of an inter-station evacuation, travelers walk back to the stations along the designated paths and activate the emergency opening devices facing the platforms.
9.3 Emergency call
Commuting halls, platforms and trains are equipped with devices, designated as emergency call posts or public interphone posts, allowing travelers to communicate with ORLYVAL’s central command station, in case of an emergency.
Any misuse of the emergency systems in the stations –such as public interphones and alarm or evacuation signals- in the trains or stations shall be sanctioned and will involve the filing of a complaint. ORLYVAL service reserves the right to claim compensation for commercial traffic disruption caused by any misuse.
10 ORLYVAL STAFF, CLAIMS
10.1 Staff assignment
The ORLYVAL line’s staff is available to inform, help, and assist travelers in case of difficulties. They are trained to take the necessary measures, in the event of a particular risk.
Technical ORLYVAL service staff or external companies may intervene in public areas. Travelers are requested not to intervene or disturb the staff during these interventions.
10.2 Professional attire
The ORLYVAL staff is easily recognizable thanks to their professional attire or their chasuble.
10.3 Respect for staff
ORLYVAL service will not accept any act of discourtesy from their staff or from the travelers. The company will take necessary action to stop any act of discourtesy, in particular by calling the police, and will institute the appropriate legal action.
ORLYVAL service cannot be held responsible for the prejudice suffered as a result of service interruptions or delays.
A claim registry is available within ORLYVAL stations for travelers to register service related claims. Claims may also be sent, by post, to the Customer Service at the following address :

ORLYVAL service will get back to you, by post, within one month maximum.
In case of a dispute related to the transportation contract ‘s application conditions, and if you are not satisfied with the response you have received from ORLYVAL’s Customer Service, you have the possibility to appeal, in writing, to the RATP Group’s Ombudsman at the following address :
